you can't re-grind these cranks with the certainty of retaining it's integrity. Some say you can but in general as the hardened surface on the crank is so thin, once it's scored it should be considered as scrap or a door stop. If your not sure get a new one, they can be had for around the £350 mark from the likes of API etc

Don't fully understand what you are saying?
Do you have a .030mm score on a pin (a lobe is on a cam), or is it out of round by .030mm?
Difficult to say with any certaintity its scrap, it's not good whatever but a 30 micron score in the middle of the pin might be ok if you make sure there are not any high spots. 30 microns out of round, or undersize will certainly not be OK and will lead to a premature failure.
As said, best not re-grind. A new crank is only in the £350 region so not that expensive for what they are really.

Your original block is probablly an early 98 rear thrust block if it has the later tensioner, off set inlet manifold bolt holes.
Closed deck block will be a center thrust block(unless it has been machined to take a rear thrust stroker crank),so make sure your new crank is a center thrust one to suit the CDB.
You can use either tensioner along with the tensioner housing, but personally i prefer the earlier 2 bolt horizontal type of tensioner over the later single bolt type.
