Turbo to IC silicon hose - STi

There is a thin metal strip imbedded in the hose which protrudes towards the hose clip. Is this supposed to be under the hose clip or above it?

What is the purpose of this strip and for that matter, the metal piece that sticks out on the outside of the curve on the hose?
