Default idle problem

Hi there, ive just bought a 96 wrx and im getting a weird idle problem , when your sitting still its fine when your driving its fine but when your sitting in traffic and move up a space the revs stick at around 2 to 2 1/2k for a couple of seconds before returning to normal, ive cleaned the idle control valve and it all moves freely etc, ive checked the tps thats fine, the maf seems fine i dont know what else to check any suggestion would be great,

thanks Ryan
