would a standard backbox from a 00 impreza fit onto a 95?

YES lol,

you may not use the rear hanger but it will fit

It will fit fine, all classic backboxes will fit all years.... not sure about the comment regarding the rear hanger, if the backbox is from a classic it will use all hanger points fine.
