You talkin panel filter or intake?
as for what is best, it really depends on your application
I would have stuck with the standard airbox if it were not changing to a FMIC in the quest for big power
If you are thinking of going for a intake you will need make sure you purchase a dry one such as the APEXi Power Intake, the oil in some of the intakes such as K&N will/can damage your MAF and at £200+ for a new one you are better chosing your filter wisely
I have a few panel filters for sale, if you are interested PM me
I have a GReddy panel filter (on my car for 3 months), a green cotton one and a blue simota one (both brand new and never used) all 3 are dry filters

As Cupradave says, with a TMIC stick with your airbox and fit better panel filter, before fitting my FMIC I upgraded to a Green cotton panel filter, took 1 min to fit and improved throttle response (and even gave a slightly raised induction noise which was nice). If you decide on an induction kit, the Apexi Power intake is my choice as it won't cause MAF damage (if you have a 1999/2000 scooby this is a particular problem) and as far as I have read the filtration properties are top notch (go to IndigoGT to get one).
