Strange short pipe with rubber "cap"?

Default Strange short pipe with rubber "cap"?

I have a strange short mental pipe that comes up just behind the oil dip stick on my 2.5L UK WRx. It has a rubber hose which is sealed and a clip holding it in place - anyone have any ideas what it is? It looks like fuel pipe thickness/diameter and sits just infront of the inlet manifold arch on the right hand side, behind the dip.

This is a coolant pipe, I beleive it helps to bleed air out of the system when changing coolant.
