As long as your sprocket timing marks are lined up doesn't matter where the belt marks are.

Yup as above. The marks on the belt are to make the initial fitting easier, they change position with every rotation of the crank.

make sure it's the right marks, it's not the arrows you are looking at.

If the cam timing is lined up,then it should start.

The white marks will line back up with your cam timing marks Eventually - think you have to rotate the engine approx.60 times !!!

Is it just the Cam belt you have changed and it wont start or have you just done an engine rebuild and it wont start??

If there are no fault codes, then a Compression Test will tell you if the engine
is ok internally.
Are the plugs fouling up with fuel - you will know that the fuel is getting into the Combustion chamber if they are - process of elimination to be honest.

As TurboTits has said - if the Cams are in wrong ie Inlet in the Exhaust - it will not start because the valve timing will be way out.
The only way to check that is to pull the cam cover and look.

they can stick. But it highly unlikely all four will stick closed at once. Even if one did it would start on 3 cylinders and misfire

check that 2 of the rubber fuel pipes between the inlet manifold and fuel filter aren't mixed up.
