Default Could it be a faulty header tank or cap in my95wrx?

Could a faulty header tank or cap cause bubbles in the overflow of the cooling system?

Yes, the early cars suffered from the header tank splitting on the join, and if the system isn't under pressure, then the cooling system will boil earlier and expel water
