it depends on what ecu you have. well is it standard or after market, ie simtec, apexi, motec etc.

i had this problem the standard ecu's up untill a 2000 i think aren't remappable. so i had to have a simtec fitted, to get my gains.

the answer to your questions is no it cant be. how ever you could have a piggy back ecu fitted to help, like a apexi or greedy.

Will it be safe for me to have the downpipe put in without the remap?? And if so, what would the gain be in terms of power??

They obviously haven't done their homework. Check out Scott's website. There are a few options for the early ECU.

u dont really need to get mapped after putting on an exhaust. but if you do get it mapped u will get the full benefit of the exhaust depending on weather its decatted. but without a map u will defin8ly notice a gain

untrue.. only the 97 and 98 standard ecu cannot be mapped and then you don;t have to spend that much for a replacement.. the 93~96 can be remapped using a daughter board from ESL.. number of us offering them as Scott says etc..
