Cat on fire! OMG, pour some water on the it! RSPCA here I come.

Try reading the codes from the ECU to determine if there are any errors present.

Crank it with accelerator floored to clear fuel with lots of air and hope it catches. Used to work with old carburetted cars.

There isn't a Cat On Fire light.

There's a Check Engine Light (referred to as CEL) which can light up for many reasons. One of these reasons can be the sensor reports a cat temperature error.

You need to read the error codes stored in the ECU. This differs from classic to newage so do a search for whatever model you have. There must have been a reason for it not starting before you flooded it, so the CEL might hold the key to why its not starting. Only way I ever dealt with a flooded engine is spark plugs out and wait, or just leave it and wait a bit longer.
