O2 0-V and Hunting Timing

O2 0-V and Hunting Timing
Other than a bad 02 sensor (recently replaced) what else would cause the 02 voltage to read a steady 0.0 at idle and very light throttle? Once I blip the throttle it fluctuates like it should but at idle all I get is 0.0. My timing is also hunting between 13 and 19 (set at 17). The car is idling like it has a lopey cam. I checked for vacuum leaks/boost leaks and nothing found. Also pulled the ignition on each cylinder to see if it was totally dropping a cylinder and it was firing on all four. Any ideas?

Shouldn't be 0v at idle. Try changing the lambda again. I know it's annoying, but a number of times I've ignored a brand new component because it couldn't possibly be that...until after spending a fortune replacing everything else, it WAS that brand new component.

on the commander go to ETC --> Function Select and scroll to the O2 Feedback.. the bottom on.. scroll right and click down arrow to turn the lambda sensor off.. now look at the voltage.. any different?

It stayed the same except when I reved the motor up it did not change at all (off). With it back on it was staying at like .02, then up to .08 but it never fluctuated.
