Default Hesitation on classic WRX wagon

I've had a problem with my 95 wagon hesitating when I put my foot down/accelerate after changing gear. It's not a major headache, but I know it isn't as quick to pull away as it should be.

The problem started not long after I did a belt change but i'm certain that the markings are all correct and when it picks up it really goes. Is there any way of adjusting the advance/retard on a scooby? There are timing marks on the cam cover above the crank pulley but nothing is mentioned in the manual.
