I used to clean the ICV on my old car (Punto Turbo) with Carb cleaner spray. It was easy to unbolt. I'm still finding my way around my Subaru engine at the mo, so I wouldn't even know if the ICv is removeable, or what it looks like!
But if you can, try that.

cheers i have done that many a times, just wondered if there is another method. mine is a classic 1999, the icv is located just below the top mount intercooler, 2 screws which go into the manifold, and has a black connector in it!!!! I would imagine others should be around there or there abouts.

Replace it with one from a scrapppies. Sounds like the air cut valve inside your IACV is knackered, and I promise you there is absolutely no way of fixing it if it's gone.
