Default Actuator arm

Removed my turbo heatshield the other day because of annoying rattle and noticed the actuator arm is loose at the point it joins the turbo where its hinged.Is it normally loose EG:rattles up/down or should it be tight,also previous owner adjusted it and i want to adjust back,how is that done and where should it be for normal operating?

the arm should have loading on it.
neads to be about half the hole width short. 5mm
so the spring tension holds it shut

It can still have a little play from left to right.

if you have play then the actuator is not shut and will not boost correctly surely...........
