Default Ignition trouble?

I'm not sure how many Legacy owners are in here, but I'm seeking advice for some trouble i've been having with mine. It's a 98 with automatic transmission For some reason, it's been having problems starting where i have to turn the wheels drastically while parked in order for it to fire. Usually when i try it in the morning it just clicks, and does nothing until i crank the steering wheel left or right. The battery is on, and the car runs fine when it does start. The ignition sounds like it's "chugging" to get started. Does anyone have any ideas what it could be?

Could be the back of the ignition switch loose maybe. When you rock the steering wheel are you turning the key back and forth aswell? It could be the contacts inside the switch or it could be thtransmission neutral switch (had this on a few heavies) or the relay for the neutral switch. There's a few ideas if they are any help.
