The restrictor could be the wrong size for the mods you have done, hindering the boost control, air temps are cold which wont help. whether the restrictor is too big or too small depends on what year you have and where it is located.

I'm not sure what the boost pressure should be on a scoobyecu'd wrx but 1.2 bar doesn't sound too high, are you definate it is fuel cut and not hesitation?

unless it's spiking higher and causing cut? As you have the 3 port with the restrictor in the pressure dump pipe you would need to try a smaller restrictor to stop pressure being dumped away from the actuator so quick, as you've had downpipe changed boost will build quicker and the actuator will need to open sooner, you could try lengthening the actuator arm, weakening preload tension, i know people that have fixed problems with this tweak.

Was the scoobyecu chip mapped for your car with the mods? if so then something has caused the problem, if not then perhaps it should be.
