What is the small hose off top of throttle body for?

What is the small hose off top of throttle body for?
Classic phase 1 scooby, with throttle cable on near side and TPS on off side of throttle body, with the 3 pipes on the rear of the manifold for vacuum / pressure take off for MAP, fuel reg, recon dump valve, boost gauge etc..
While trying to sort a problematic idle I found a small hose, that comes off a small pipe on top of the throttle body and points to driver side, that has been cut and blocked when engine was changed.
This used to go down past the throttle position sensor and connect somewhere but I don't know where or what to.
Is it important, and should I reconnect it, and if so where too? It seems not to be letting any air into the throttle, but did seem to be a balance from the butterfly area of the throttle body to some where below ( PCV valve or similar? )
Any ideas?
