Default boost pressure holding back

It would be appreciated if anyone could shed some light on a problem I have been experiencing:

Basically when I accelerate the boost builds up to max very briefly then drops back for half a second or so and then rebuilds back to max. It has really started to bug me now and is more apparent in third gear.

Also I am sure it is when the weather is icy cold - When it warms up a bit it seems to go away. Could it be a dirty solonoid valve?

Any ideas? It is a MY00.

could be hitting the overboost point...fuel cuts. just an idea.
