what does the actuator do please

Question what does the actuator do please

can any one tell me what happens if you tighten the actuator and also what happens if you losen it. would be very grateful if someone could help me out thanks alot

It either opens the wastegate penny or keeps it closed for slighty longer.
Would not messed with it unless you have a boost gauge to montior what adjustments you have made.

i know this what i want to know is which way does what as i'm trying to run less boost i have an overboosting issue since a few mods 3" full decat. fmic. hks filter even bought a electronic boost controller to try to cap off the boost as advised but no still over boosting on my classic
