Default low on boost

Can't get my boost above 6-8 psi on a V2 STI. It seems like I'm stuck in limp mode, however there are no errors reporting when I reset the ecu. Is there any way of telling if I am in limp mode, would it be obvious?
Cheers

could try the small valve between the turbo and actuator
it can get blocked with oil
try cleaning it out with carb cleaner

Do people somtimes bypas this valve, because my pipe goes straight from turbo to actuator. I will go av a closer look where the pipes go off the valve. Also lots of people talk about this valve being blue , but mine is brown. Is that right?
