Default running rich?

my99 turbos still not running very well, its stutters through the turbo and dont seem like it want to pull. some times when you boot it and change gear it pops and you get a puff of black smoke. been told its prob over fuelling. just had a new maf sensor fitted. there is a fault code for the o2 sensor on the ecu, just waiting for the sensor to arrive now, would this cause this? some times it runs fine but others it just stutters and doesnt pull v hard. cars standard apart from a magnex back box and a turbosmart dump valve. any ideas??

A faulty lambda can make it run rich, so i would fit the new lambda when it arrives, reset the ecu, ditch the VTA, and put the standard recirc. valve back on, and then take it from there
