Filling coolant from empty

Filling coolant from empty
Can anybody please help me with the filling procedure on my93, when filling coolant system from empty. I fitted a new rad last year and had problems with airlocks in the system. I contact an independant Subaru garage in the Black County and they told me I had to have my coolant system filled under a vacum (not the hoover type). I watched them fill the system and they attached a piece to the top of the header tank and sucked the air out to about - 15 psi. Let it hold at that for a few minutes to test for leaks and then filled with coolant whist under this vacum.
Does this sound right or do people just fill the same as for other cars.
Any help would be appriciated as I have to fit my alloy header tank to replace my split plastic one tomorrow.

I changed my rad on my 96 classic a few months back.
Best way to fill system.
Break hose between top of rad and block.
Poke a peice of garden hose with a funnel into block.
Remove header tank cap and inner right wing level indictor cap.
Fill block with correct amount of coolant VERY slowley till it can take no more
Then move mose and poke down pipe on rad.
Fill the rad VERY slowley.
Repeat above
Recconet top hose
Run engine for half hour toping up as necessary keeping an eye on the level indicator on the inner right wing
Job done
Best way to fill system.

That is a very unusual method, and it looks to take half an hour!
I usually disconnect the small hose that goes from the top of the rad to the header tank, and fill up via the header tank. When you get to the point where it takes no more water, you can suck it in by squeezing the large top hose, then covering the small hose barb on the rad (from the small pipe you took off). If you then let go of the large pipe, it will suck water through the block. Repeat this process until you can put more water in the header tank. Eventually you will find that by squeezing the top hoze, water will come out of the small hose barb on the rad. in which case, you want to reconnect the small hose as the radiator is full.
Top up header tank, top up coolant overflow, put on cap and you're done.
