What would i need to do to get my 02 WRX to 300BHP and at what sort of cost.

Will 18 inch rims make the car more stable or not on 215/35/ZR18

You'd get over 280 for fairly cheap and easy - decat / sports cat exhaust, new up-pipe and ECUTEK remap, perhaps including some Samco hoses & a panel filter. Potentially significantly less than £1500, depends on what kind of exhaust etc.

To get the extra to be comfortably over 300, you'd need to add to that a new turbo, new fuel pump & regulator, ideally an STi or aftermarket intercooler, etc. That would be at least as much extra money again.
