Default Oil filter spacer

Is it normal to have a spacer between the oil filter and mounting face - I have just fitted one of the later type small filters and there was a spacer in situ. This spacer did not allow the new filter to screw up properly but was OK if removed - Is this normal

the actual mounting faces of the 'old' and 'new' filters are identical............never come across anything as you describe...........
