5 lazy questions
1] what does a dump valve do?
2] what is a blow off valve?
3] or are they the same thing?
4] what does a waste gate do?
5] does changing to an after market dump valve/blow off valve make any differrence apart from noise?

2)As above
3) Yes
4) A wastegate opens at a predetermined boost pressure to allow exhaust gasses to bypass the turbo wheel, thus preventing the turbo from spinning up faster, and boost pressure from increasing. In a standard Subaru Turbo, the wastegate is internal to the turbo, and controlled by the actuator bolted to the compressor cover
5) It's debatable as to how it effects the fuelling. Your standard recirc. valve lets the dumped air back into the intake system after the airflow sensor. Your stock ecu will be making it's fuel calculation based on this air being there. If you dump the air to the atmosphere, the ecu will momentarilly supply more fuel that it needs.
This has been a 'hot' topic for debate in the past on here. IMO leave the standard one in place
