Default 95 WRX Power steering grief

Hi all.
I've been suffering from the leaking reservoir problem that a lot of us seem to have gone through, but after removing and replacing the reservoir, I now seem to have the mother of all airlocks in the system.
I've tried turning the steering wheel fromn lock to lock for about 20 minutes, to no avail.
The pump makes a constant whining noise, which only subsides when the reservoir is completely empty. (better on the ears, not so good on the arms!)
The fact that the noise disappears when the fluid is completely drained away leads me to think that the pump itself is ok, especially since it's still doing it's job of assisting the steering effort.
I'm sure it has to be an airlock because the fluid always boils over after a few miles of driving. I'm guessing that an airlock is causing a smaller-than-normal amount of fluid to dissipate the same amount of heat.
Anyone else had similar problems with a hard-to-shift airlock?
Any advice would be greatly appreciated, I don't want to go buying a new pump and reservoir if i can help it!
