BAILEY DUMP VALVE (YES/NO)
I was thinkign of getting a BAILEY DUMP VALVE for MY98 Scooby...
I had a Fordge one fitted and did not really like it, as it seemed to have slowed my car down...
Any thoughts?

Because the car will work better with it installed than it will with a VTA aftermarket alternative.

Greasemonkey, will it hold out at uprated boost levels of say 1.3 bar?
(I am running standard recirc at the moment and am about to td05/apexiFC the little bleeder).

Try it. If it holds, great. If it doesn't, aftermarket recirc is way to go.

I ran the standard recirc. valve at 1.4 bar for quite some time with no problems at all.
The motto is "if it ain't broke, don't fix it".

Forge VTA, comes with 2 springs for different sounds, and a bung for recirc pipe.
Where does this compare to the Bailey's?

All VTA valves are as bad as each other if you have a Subaru (or other MAF based) ECU.
Incidentally, I don't think you'll find the Forge comes with springs to generate two different sounds as such, they're more to do with offering some variation in the preload and hence the opening pressure.
