Default Is my turbo knackered?

It's a TD05 that's come from a 30,000mile car.
Unfortunately, I didn't see it in action before buying it.

There isn't any play in the shaft, but the oil and water ways don't seem to be airtight.

If I block one end of the oil gallery and apply a vacuum to the other end, it does not hold. The same thing happens with the water gallery.

Should the water and oil seals provide a 100% seal whilst the turbo is not spinning?

Could this indicate that the turbo is knackered?

I don't really want to fit it to the car if its likely it will smoke from the outset!

Any help would be much appreciated.

A service kit is only around 100 quid, fit one and be sure it's OK. I don't know whether it should be air tight to a vacuum though anyway.
