The Auto Glym range of products are very good, they do a bottle of paint renovator, but be careful it will remove layers if your too heavy handed, then finish it up with their super resin polish, to give it back the shine.

They really need to be buffed out, i.e. machine buffed with the correct grade of buffing compound, Farecla G3 will usually make a good job also something that I've used which is quite handy, is Hand Glaze, covers swirl marks very well.
An easier way is to buy a polish with a slight cutting agent and use a machine buff, then finish of with a high quality wax.
