Is this Turbo Problem

Sorry not a scooby question but a scooby owners son.
My sons just fitted new Garrett turbo to hes R5 which has been completely rebuilt.
Hes having a problem with the oil return pipe from turbo. Whats happening is the oil is being drawn up through the turbo and being pussed down the down pipe to exhaults.
When inventigating the return oil pipe it seems dry almost as if its going into turbo and straight out the exhault. The engine oil level is fine but the more you turn the car over the harder it becomes.
Can anyone Help or advise.

First of all, are you absolutely sure you are getting an oil feed to the turbo? Even with a shot turbo seal you will still have a massive flow of oil out of the turbo bearing exit and back into the sump, it would only take a minute or so of running to empty the sump if that pipe failed.
You have connected the turbo oil feed up properly? If you have i would remove the oil feed from the turbo and when stone cold crank or start the engine and check oil is flowing. Obviously catch the oil and dont rev the engine, so the turbo isnt spinning up. Do this over a very short time so you dont damage the turbo bearing if it does spin up slightly at idle or cranking.
