can the passenger airbag be turned off?

as the title says....i need to know if this is possible as i cant see if the baby is ok when its in the back,as she is in a rear facing seat...

It's not possible as standard as with some European cars.
However, it probably wouldn't be impossible to do what you want.
Before you rush out to the car with side cutters though, remember that the bureaucrats, paperpushers and nany-state do-gooders amongst us will pop up to tell you that your insurance will be invalid and airbags shouldn;t be played with in case they explode in your face.
To be honest, they have some good points!
However, some STIs don't have passenger airbags, so I would see if your dealer could help you source the resistor that you would need to deactivate the bag. (This would turn it OFF completely, so it may not be what you're after.)
What ever you do though, don't go playing with the airbags (or anything really) unless you know exactly what you're doing.
(And don't blame me if you do! )
