Is it possible to pass the emission test with a full decat by altering the fuelling at idle, I was told that this could be done on a Link ECU.
I have a SAFC2 fitted on a MY00 if during the test I reduce the fuelling to -50% @ 1000rpm will it pass?

No, MOT includes test for lambda and it has to be very close to 1.

Thumbs down

You may also fail on HC's too as you may induce a lean missfire, letting un-burnt fuel out the exhaust.

Bite the bullet and put your old centre cat back in or borrow one of another scoobynetter. Should pass when warmed up.
