Hi Mark,
Don't tee off from the hose joining the amal valve to the actuator.See If you can find the hose from the inlet manifold to the fuel regulator.I'm not certain if it's the same on your '97, but on the '98 STi, the hose (small) exits the manifold on the back left hand corner.The regulator is very near the back left injector (looking from the front of the car).
