When my engine is cold on my MY95 WRX and i start it up the oil light on the dash stays on for just less than a second than all the other lights on the dash - is this normal or do i need an oil change cause i got the car about 2 months ago from an import dealer?

If you want to try an oil change, try a engine oil flush addative first.
Put into engine via oil filler, run for 5 mins, then drain off and complete oil change, just incase the pressure spring is sticking a bit.
if the oil light persists in staying on a little longer than normal, may be down to worn pump gears, or leaking pump backplate, but better start "cheap".
