help - strange noise!

my rb5 has started to make a strange chirruping noise from the front end. It sounds like when your fan belt is on the way out - but i've just had this tightened - but a bit quieter. Strangely, the noise disappears if I am accelerating or revving the engine. Its not anything catching on the wheels as the noise occurs even when parked in neutral. This may or may not be related to a noticeable loss of power to the front wheels - the car feels a bit dead at the front and although the revs increase the front wheels just don't want to follow up. 40mph at close to 5000rpm in second might give you some idea. The front wheels seem a bit indecisive and jittery pulling away at anything approaching a full bore start.
