RED light?
A low brake fluid level generally indicates that the pads have worn down a lot. It will also, of course, warn of brake fluid loss, if that _were_ to happen, however, it's not normal to loose a significant amount of brake fluid from the system between pad changes/brake bleeding sessions. 
Either way, it makes sense to take this light seriously and check what's causing it as soon as you can after seeing it. If the light were to switch on and remain on whilst you are cruising along on a level surface, rather than initially flashing up during heavy braking or on steep gradients only, it _may_ indicate a sudden serious loss of fluid, so pulling up and checking it ASAP would be a good idea.

Turbo timer is usually wired to the handbrake switch (which operates the light) so that the engine will stop if the handbrake is released while the timer is running it. Seems it wasn't wired up right or was fault and providing a ground through that wire while off.
