Dawes and ECU boost control

Sorry for all the threads I have been doing lately but I am having one of those moments with my car at the mo.
Just a quick question about dawes MBC and the ECU control over boost.
If I lower the boost to say 0.7bar and the ECU is set for 1.2bar will the ECU think that the boost is too low and adjust accordingly to raise boost?
I found this problem when trying to lower my boost to stop det and set the MBC to 0.7bar but when I put my foot down the boost gauge showed 0.7 for 1second then shot up to 1.2bar. I do have a aftermarket ECU which is mapped to 1.2bar by the way.

Thats what I thought.
My MBC is set up between my actuator and the nipple on the turbo.
I have got a FCD would this cause the symptoms?
I cannot see anything that will increase boost like this and I have also cleaned out the MBC with carb cleaner just in case it was getting stuck.
