Spark Plugs confusion?????

The IM Subaru Service Book says change every year.
The FHI Owners Manual says every year for non-turbo but only every 4yrs (yes 4) for turbo models.
Is this an oversight by the Japanese? I doubt it.
I appreciate the need for more regular oil changes but the Japanese do not state that an oil change is needed any more often than annualy except under severe driving.
Any ideas?
Are IM & the Subaru dealer network ripping us off?

I service MY99 Sport myself, just as as the handbook says (7500 miles or every 6 months). i Change the oil every 3k'ish and the plugs every service they're only £10.84 from subaru/halfords. At that price it's not worth arguing about.

every 30k or 3 yrs for turbo plugs,at the price they are, you dont want to change unless you need to

I misread the service book.
FHI say every 4yrs but IM say every 2yrs or 30k.
