im biased Id say phase1... can get ecu remaps cheaper.. (see diy ecu remap thread) you also get the td05 turbo, more lag.. but can give more boost.. MAF's are more reliable (IMHO)...
Fuel rails are worse.. Injectors are smaller?? (440's on phase 2?)
Look uglier... Interiors are crap in early uks (hence having a phase 2 interior in mine..) Will do the dash if I ever finish the engine..
Oh and the brakes are worse... but then again Ive got later brakes as well..

The phase 2 engine is supposedly stronger but you cannot get a close deck block for them, you can change the block on a phase 1 to a close deck block but these are not cheap.
You would also have to have a new ecu if your thinking about changing the fuelling (ie the injectors) and the likes so you may as well go for a complete engine rebuild including uprated pistons etc, not cheap but the easiest step IMHO.
