I have just got a new seal for the power steering bottle of my MY96 UK. Subaru said that there was only one seal necessary in the area, and the car only had one on to start with - is this a problem, or is this "extra" seal that some people are saying exists something from a phase 2 engine?

There appears to be space for one under the bottle retaining clip metalwork.

Yep, there is another O ring that fits between the reservoir cradle and the pump. Just remove the cradle and res, and you’ll see a round recess for the O ring. It’s roughly 1 inch in size, but maybe get an assortment of sizes just to be on the safe side. This should cure the leak, if not you have a problem with the pump.
Let us know how you get on…
