surging....ecu codes ....help

hi iv a 94 wrx jap and when i get to 3000rpm its surging a bit .
i tried NEW PLUGS,COYLES,CLEAND SOLINIAD,NEW MAF,AND CLEANED AIR FILTER<piper x>
and yea u guessed it still the same
so yesterday i took the piper x of and put the old air box system back in and took for a drive seem to be fine then this morning while cleaning the car i left the radio on and my batt went dead so i jump started it and the check engine light came on so i done the ecu reat and the code was 3 long 2 short and from what i read thats 32 and thats the o2 ,,so hear is my Q whats 02 and is it hard to fix or what will i do thanks ,,,
