twin turo legacy boost probs,help!

hiya,please can anyone help,i have a 94 legacy manual twin turbo,i purchaced the car about 8 months ago,and i love it,i wanted a n sti but was a little impractical for me,,,anyhow,,sorry,,!
at around 3000rpm i get a noise,,like a fog horn from the engine bay,if i increase power it goes away,ive had it checked out by a few garages but have not got a clue.boost guages where suggested to be fitted on both turbos(connected on the pipe going to the wastgate actuator),now ,i test drove the car finding that i get a shakey 6 or 7 psi on the small turbo,but nothing on the big turbo at all even up to 7000rpm?????????????very confusing...ive checked the guages,and pipework to them and are both kink free and work if i blow into them hard.but after having a stint at building and driving rally cars for a while ive noticed that there is not a huge amount of power i expected from the car,not 260hp as there is meant to be.

If you've got no boost at all on the second turbo, sounds like the intercooler gate is stuck closed (that's what allows the gases through to the second turbo). With no second turbo, you'll only be getting around 150bhp. Oh, and there will be a wastegate on the primary turbo only, it would be most unusual to have one on the secondary.
