This has happened on my car ever since Iv owned it. I had it back and forth to the Subaru garage umpteen times.
I actually took delivery of the car during the fuel crisis with supposedly half a tank of juice, well so the gauge said. On the way home it started chugging and very luckily managed to coast into my drive. Still with half a tank being displayed :/.
Subaru said they changed all the sensors to do with the reading of the fuel (Two of them I think) but it's still not perfect. The needle never goes past 3/4 and can fluctuate by as much as 10 quid's worth of fuel and sticks there at times. The low fuel warning light is the only thing I trust. Sound familiar (ish) Wannabe?

LOL looking back i could have meant anythin...
if you remove the clocks and apply some oil to the spindle it may free it up, that is as long as that is the problem.. may be a start??
Thats what i would do, remove the clocks lubricate the spindle that the needle connects to and perhaps move the needle with my finger to make sure it moves freely.....

Just a thought.. to make sure it is definately either the fuel gauge or the sender you have to find the wire that comes from the sender to the gauge and find out if it is earth or positive..
Once you have determined which one it is connect another wire to this wire and then the other end to either to an earth or live supply, whichever the wire is supposed to be. If the gauge goes to full then you have a sender problem, if you get a half reading as usual then it is either poor connection at/ or the gauge.

I doubt that I'll be driving my car anytime soon. I need to get myself a new gearbox. Its true what people say about Subaru, they make crappy gearbox. My fuel gauge only goes up and doesn't come down.
