Boost pressure on 96 UK

Just wondering what the boost pressure should be. Is approx 14psi as I've been told OK?
Have just fitted an Autometer boost gauge, and it idles at 25 inHg (approx) and I can't seem to get the boost over 7 to 10 PSI. It is boosting, and I can rev over 4000, so it looks like it's not in "sulk mode"
I found in the manifold a 1/8 BSP tapped hole, so I have used this for the boost gauge pipe. It is a little way from the outlet pipes on the top. Could this be causing under read?
I am getting no engine sensor warnings, so I guess this rules out MAF issues, and I cleaned the actuator solenoid last month.
Am I looking at a wastegate problem?
If so, what can I do with it?

Thanks - looks like it is working mostly OK - could be the hot weather and a dodgy tank of fuel.. Still doesn't feel as quick as it used to. Maybe I should try driving another car for a bit

The hot weather does make a difference. I'm running a 3" system, K&N panel filter and a dawes at 0.95bar. Noticably more lively then standard (and reasonably safe as long as you don't go silly over boost)due mainly to the dawes spooling the turbo slightly earlier.
