Default Cam gears 180 degrees off

So I'm replacing the right side exhaust cam gear and all the timing components and I noticed that the timing marks are 180 degrees off:

Since the mark is on the opposite side it does not line up with the mark on the belt or the cover notch.
The left side gear is also 180 degrees off.

Do you think it's ok or did the previous owner mess up the timing? I've driven ~2,000km without any issues.
Should I leave them like that when I install the new belt or turn them 180 degrees?

Keep turning you'll get there eventually and change those pulleys their knackered. Sorry that's what your doing.

They turn to the "correct" position with no resistance but there must be a reason why the previous owner had them offset unless he simply had no clue what he was doing.
all pistons, connecting rods and heads were replaced presumably at the same time so I'm just really confused.

oh wait I'm just dumb and should've turned the crank one more turn before taking the belt off right?
For some reason I thought only the exhaust gear is off but they're both and I'm just being stupid.
