Default strange whirring sound

so i have noticed a strange whirring sound coming from somewhere at the front of the car, i mainly notice it whilst im going around a round-a-bout with my drivers window open.

as far as describing the sound......... it almost sounds like an electronic motor or something along them lines. could it be the power steering pump?

i cant get the sound to happen when stationary and revving.

Was gonna say. My air con pump makes a whirring noise when I switch it on (which I don’t anymore) so I assumed it was that when I first read this.
