Default MOT Failure, opinions on what wrong

The car is a standard 98MY Turbo 2000 with no mods apart from a backbox, both cats in place.
miles 162K

The failure is on emmisions

first test
CO 0.81%
HC 1957ppm
Lambda 0.92

second test
co 0.97%
HC2138ppm
Lamda 0.91

Natural idle test
co 0.76%

The tester said the car almost sounded like a slight misfire, but cleared whilst revving

The car had been sat for a few years, but i filled with clean fuel and did an italian tune up on way to test to make sure everything was nice and hot

I kow how difficult it is to diagnose by internet, but any obvious ideas welcome, just in case i,ve missed something obvious

Could possibly be the cats that are nackered as they don't last forever.

Id say its too high for Cats to of failed, id go with Lambda

All of the figures are high, give it a good service and take it on a long run to thoroughly clean the cat out, itll be fine then.

Or tell the tester to hold the revs at about 3k for about a minute before he tests the emissions and if needed block the tailpipe with a rag to bring the lambda reading down
