Default how to tell if turbo is on its way out

ok so ive had an issue with my car and as of yet ive not had time to get to a tuner because of work and the Christmas holiday shut down .but did have a friend ask a tuner while his evo is having the engine rebuild.

so if the pipe is pulled off the turbo and actuator the turbo should boost at max output right .
my question is if this is done does the ecu now have no way of stopping the boost .i.e if it was in limp mode would it still hit max boost

i started a new thread as its kind of a new question and want to know these things for future reference sorry if its been asked millions of times but cant find much with search .theres bits and bobs but not the question im asking

If you mean the vac pipe on the actuator then yeh the turbo will over boost and probably destroy itself along with the engine as the ecu cant pull boost back.

thanks jay .so if the turbo make only 0.65 wether the vac pipes are on or off its to do with the turbo .ive done the straight pjpe from turbo nipple to actuator and got bang on 0.5.i also popped the c clip off the actuator arm and hooked it over the back of the wastegate flap arm and it still felt/made same bar.the actuator feels fine tbh .not stiff or too loose .wanted to test weather it was opening before full boost .so its safe to say turbo is dead no smoke or strange noise or even play in the inlet and spins freely by hand .is this common .is it just tired

.65 is actuator pressure probably missing restrictor pill or ecu has pulled boost back, taking the pipe off give ls no control and will overboost badly, turbo sounds fine too me, has it always run .65 or did it run fine before? Is the eml on?

the pill is in there .ive even tried a mig tip 0.8mm (vf24) .thats why i asked if the ecu could cause boost to drop even without any vac pipes to actuator .it doesnt get any higher like the turbo wont pull any further .as if it was maxed out .ive reset the ecu with romraider .( still not logged a run out yet as im still trying to learn to know whats what .and whats best to log .when i reset the ecu it said reset successful and the said turn key off then on .but no change what so ever .surely if ecu pulled timing id get a small amount of 1.2 bar ( mapped to ) before it went back to limp mode assuming some knock was detected .thats why im looking at turbo as fault .is there any other things before i go to a specialistits not my everyday car so i dont need to use it .but id rather save myself money if i dont have to pay someone hunt

im not trying to cause argument .just trying to find out whats wrong with it .we are all enthusiasts at the end of the day .some have more knowledge than others .i for 1 dont have much with subarus but im willing to learn all the time .whats the normal compression for the cylinders on a wrx blob 53 reg .thinking it could be that so going to get it on diagnostics and then a compression test done
