Did you manage to find out what it is?

A friend of mine had something similar which was for an amplifier.

If its flashing in time with an idicator then its probably been a towbar, most likely been removed as kits either have a buzzer or a flashing light to signal that the towing vehicle lights working the old wiring has probanly been removed so the lamp thinks the trailer is connected and working.

It only flashes once when the indicators are applied but constantly when the hazard lights are on.

Could be amplifier related, there were loose amp wires hanging into the boot when I got the car

Fitted a tow bar to my wagon a couple of years ago, it just has a buzzer that beeps when you're indicating. No LED up front.

Definitely tow bar related. My Forester has one too, flashes once when the indictors are switched with no trailer on or all the time when a trailer is attached!
