Rear bumper removal on classic (problems) rear bumper bar replacement

Rear bumper removal on classic (problems) rear bumper bar replacement
Hi all,
So I have the classic rear rusty archers and the bumpers come away from the rear arch. So come to remove the rear bumper to investigate the rust and begin work, gone to unblot the 6 bolts under the rear of car to drop the bumper bar out so I could slide bumper off, And all the captive nuts on the back that hold it in have snapped off due to rust so unable to remove. Also the rear bumper bar is totally shot with rust, so would be needing new one anyhow.
2 questions
1- Best way to go about removing the bar now as bolts are spinning.
2- where can I get a new rear bumper impact bar from I search net and EBAY no where seems to sell them
